Planning for Gathering Performance Results Evidence for Improved Measurement, Monitoring, Evaluation and Reporting of Achievements: Sandiran (Sandi) Premakanthan

Workshop Slogan:  “what gets clearly defined, is measured, monitored, evaluated and reported for evidence informed decision making”.

The workshop intends to convey the message to participants on the importance of spending money and time on planning to define clearly the desired performance results.  It is ensuring that the right type of evidence, using the right performance indicator and metric (unit of measurement) is selected to tell a credible performance story.  This will also mean planning for data acquisition including dealing with data ownership and data quality issues at the planning stage of the program or project design and delivery. The workshop will link evaluation strategies based on the clearly defined set of outcomes and performance indicators. Two methodologies, the Industrial Engineering and the Standardized Logic Model approaches in defining organisational performance results will be presented and discussed in-depth through mini exercises and case studies. The two complimentary approaches will demonstrate the need to develop a common set of outcomes and performance indicators that are relevant for improved measurement, monitoring, evaluation and demonstrating progress and achievements in a timely fashion of policy, program, project and initiatives.  The author believes that a significant upfront investment of time and money is required to gather credible and useful performance results evidence for informed decision making.

Learning outcomes for this workshop:

Participants will learn how to plan for gathering organizational performance results evidence.

i) Two distinct but complementary approaches to defining organisational, functional and program performance results.  The first approach is an Industrial Engineering Approach using a Performance Metric-Structure which is a hierarchical ordering of strategic and operational performance measures.  The second approach is a standardised approach to building logic models to develop a performance measurement strategy.

ii) Both approaches will lead to the identification of key results activities common to all programs, projects and services, common outcomes and performance indicators.

iii) Developing performance indicator profiles: precise definition of the indicator for consistency of purpose, the unit of measurement (precise parameter used to describe the magnitude or size of the indicator and identify how data will be separated to improve the understanding of results reported – ways to disaggregate data).

iv) Planning for data acquisition: data collection methodologies/approaches and timing including the identification of data sources, estimated cost of data acquisition (the cost to collect data and analyse it), data ownership and data quality issues (the individuals and organisation responsible for collecting the data on the indicator and where and how the data will be stored over time and in what format), and baselines and targets.

v) Planning for outcome based evaluation strategies.

vi) Planning for data analysis and reporting to stakeholders for evidence informed decision making.

This workshop is aimed at… the workshop will benefit all practitioners, novice and experienced evaluators, academics, program/project managers engaged in developing performance measurement, evaluation and reporting strategies (Performance Management Frameworks). Several examples will be used to illustrate and support the learning objectives of the workshop.
